The GDP changes are for the four designs of the GERD's adaptive policy highlighted in Fig. 4a compared with a baseline in which the GERD is operated on the basis of the Washington draft proposal. Each row of the matrix shows GDP changes for one of the three countries, whereas the matrix columns correspond to different designs of the adaptive management policy for the GERD. The labels in parentheses are the names of the climate models. The changes in real GDP are discounted at a 3% rate. The climate projections marked with asterisks were synthesized to address the Eastern African Paradox.
