The scenarios treated the lands responsible for 80% of the national hazard for each metric. Graph shows that the total area treated per municipality varied widely for the efficiency scenario when treatments were allocated according to national hazard, versus equal allocation under the equity scenario. Many municipalities with relatively low but locally significant hazard were not allocated fuel management projects under the efficiency scenario.
