Governance indicator data (based on Andrijevic et al. 33 ) for countries with a population of more than 25 million in 2020 (identified by ISO-3 country codes) and evolution for ten harmonized IPCC regions and the threshold values used for the binning of maximum carbon prices and reductions in dashed grey horizontal lines. The relationship between 2020 governance indicators and per capita gross domestic product (GDP) is shown in Extended Data Fig. 2 .
